However, challenges such as staffing shortages and outdated infrastructure have led to critical incidents. This paper explores these issues and examines technological advancements like remote towers and AI integration as potential solutions.

0. Introduction

The efficiency of Tower ATC is pivotal for managing airport traffic. Recent events, including radar and communication failures at Newark Liberty International Airport, have highlighted vulnerabilities in the system . These incidents underscore the need for modernization and strategic reforms.

1. Operational Challenges in Tower ATC

Tower ATC operations involve complex coordination between controllers and pilots to manage takeoffs, landings, and ground movements. Challenges such as staffing shortages and technological obsolescence have strained these operations.

1.1. Staffing Shortages

A significant number of ATC facilities are experiencing staffing deficits. For instance, over 90% of U.S. airport towers are understaffed, leading to increased workloads and potential safety risks

Many control towers rely on outdated systems, resulting in communication failures and reduced situational awareness. Notably, Newark Liberty International Airport has faced multiple radar and communication blackouts, raising safety concerns
